7月18日，卢龙县印庄镇榆林甸村400亩鱼塘波光粼粼，村民们在鱼塘边忙碌不停，暖棚里科研人员观察鳜鱼卵的孵化……这幅产业兴旺的图景，正是村党支部书记兼村委会主任刘冠群带领村民以党建为引领，蹚出水产养殖富民强村之路的生动写照。

今年36岁的刘冠群，2021年3月担任榆林甸村党支部书记兼村委会主任时，面对的是村集体“无资金支撑发展”的窘境。榆林甸村虽有40多年水产养殖历史，却因管理松散，一度陷入发展瓶颈，始终停留在“散户养殖、各自为战”的阶段。刘冠群深知，要让水产养殖成为富民产业，必须走规模化、集约化之路。

“单打独斗没出路，抱团发展才能闯市场。”村党支部牵头，村“两委”干部和党员分片包户做工作，动员村里养殖户统一品种、共享技术，将分散的20家养殖户拧成一股绳。

2022年，榆林甸村水产养殖规模初具雏形。2023年，榆林甸村实现了与卢龙县97%的大小水库对接。刘冠群介绍，“每年春季，我们把村里孵化的鱼苗投放到水库里，净化水质，到了秋季或来年春天，再统一销售。”

记者了解到，榆林甸村将鱼塘孵化的鲤鱼、草鱼、花鲢等5种主要传统鱼苗，通过增殖放流项目投放到各个水库，再由村提供养殖技术指导、统一定价销售。目前，榆林甸村的鱼苗主要销往京津冀及周边地区各大小水库和养殖户，榆林甸村也成了小有名气的鱼苗孵化基地。

“市场上卖得最好的是花鲢，也叫胖头鱼，学名鳙鱼。仅花鲢一种，2024年，我们村就卖出2亿尾。刚孵化下来时是三分钱一尾，到三四厘米长的时候一角钱一尾，到成鱼后则开始按斤销售，每个生长阶段都能产生收益。”刘冠群说。

18日下午，记者见到榆林甸村养殖户刘玉胜时，他正在给鱼苗投放鱼食。

今年60岁的刘玉胜，经营着一家金鳞鱼种场，大大小小8个鱼塘，面积超过55亩，年收入稳定在15万至20万元，好年景能达30万元。他说：“村里水电路都通了，亩产比以前翻了好几倍，这都是党支部领着干出来的。”

正如刘玉胜说的一样，在党建引领下，榆林甸村的水产养殖按下“加速键”：县农业农村部门援建的水产专用变压器保障了相对稳定的供电，帮助水产养殖亩产效益翻倍提升；科研机构和村里合作的暖棚基地孵化名贵鱼种，为产业升级注入了新动能；在大力发展水产养殖的同时，村党支部也积极拓展其他产业，800亩无公害水稻种植基地同步推进；成立水稻种植合作社，采取“订单式”种植模式，年产值达到160万元。

2024年，榆林甸村水产养殖产值达1500多万元，村民人均收入显著增长。
