这起跨省协作案件的成功实践，让三方深切意识到个案协作虽能解一时之急，长效运行必须将经验制度化、规范化。于是，三方举行签约仪式，正式构建起“跨省检察协同监督+公证机构专业代管+分期定向精准发放+定期反馈财务核查”的闭环监管体系。其中，检察机关作为司法救助的法律监督机关，承担救助对象认定、资金审批、发放决策和监督追责的核心职能；市第一公证处发挥法定提存机构专业优势，承担救助资金提存保管、按需发放、台账管理、信息反馈等执行层面事务。

刘江介绍，该模式的核心创新在于，公证处不只是资金的“保管箱”，更是全流程的“守护者”“见证者”。针对每一名被救助未成年人的实际需求，公证处将建立独立资金管理档案，制订个性化发放方案；按月向检察机关报送对账明细；配合建立异常预警和暂停拨付机制。
