会议应到61名，实到57名，符合法定人数。

会议听取了大会秘书处关于代表联合提名候选人情况的汇报，决定由大会秘书处将代表联合提名候选人名单（草案），以大会主席团名义印发各代表团，进行充分讨论酝酿。
