2012年8月的一个深夜，暴雨如注，秦皇岛经济技术开发区船厂路街道高家岭村村委会主任白立荣拿起手电筒冲进雨里。当时，她脑子里只有一个念头，郭连富老人家的土坯房撑不住这样的雨。刚把两位老人转移到村委会，他们身后就传来墙体坍塌的闷响……

这是白立荣上任的第一年，她用一场与时间的赛跑，让全村人对这位身形柔弱却脚步生风的女干部竖起了大拇指。

“既要跟老百姓面对面，又要和大家肩并肩。”白立荣说。

白立荣心里装着一本账，哪家老人身体不好，哪户外来租户需要关照，她比谁都清楚。孤寡老人家里缺米少油了，她买了送去，坐着陪老人说说话；外来租户刚搬来不熟悉情况，她主动上门问问有什么难处……谁家有难处，第一个想到的就是找白立荣。

修路、装灯、建广场，这些事虽然累，但村民都支持，干起来顺当。可还有些事做起来就没这么顺当了。

秦抚快速路、戴河生态园、北医三院等重点项目建设涉及高家岭村征地，这事牵扯到家家户户的切身利益。白立荣没日没夜地做思想工作，最终，全村人就征地补偿事宜达成一致，全力支持项目建设。高家岭村妥善办结征地事宜，其高效做法被上级称之为“高家岭速度”。

厕所改造和冬季清洁取暖，村民守着千百年的老习惯不愿改，卫生意识跟不上，工作推不动。白立荣先做通自家亲戚的思想工作，建起样板间。她挨家挨户地跑，磨破了嘴皮子，碰了不少钉子，终于让村民们亲眼看到了好处，工作也一点点推开了。

村里开展房前屋后环境整治时，白立荣带着党员干部一户户地帮、一户户地盯，硬是把一个曾经杂物乱堆的村子整成了周边学习的样板村。

白立荣说：“自从当上村干部，我的心愿就是一心一意让村民过上好日子。”从2012年担任村委会主任，到2018年任村党支部书记至今，白立荣是这样想的，也是这样做的。

“这几年也算是尝尽了酸甜苦辣，但我就是想着还能为高家岭村做些什么。”白立荣说。

2025年，白立荣被评为市劳动模范。此前，她还获得过“优秀妇联干部”“优秀村干部”“五星级村党组织书记”“美丽庭院优秀女主人”等多项荣誉。
