廊坊北三县与通州区共建一体化高质量发展示范区，连续五年联合推介项目，签约项目210多个；由京冀共建的北京大兴国际机场临空经济区跨省市地块统一出让试点获批，一体化营业执照颁发，为全国首创……在4月27日省政府新闻办举行的开局起步“十五五”河北专场新闻发布会上，一组事例展示出京津冀毗邻地区发展的成效。

新征程呼唤新作为。规划《纲要》提出，聚焦京津冀协同发展重点区域，用好国家政策，完善推进机制，深化与京津高水平合作，支持有条件地区率先突破、一体化发展，打造京津冀协同发展重要增长点。

通州区与北三县一体化高质量发展示范区是京津冀协同发展战略下的跨区域合作示范区。“十五五”时期，将完善北京市通州区与河北省三河、大厂、香河三县市一体化高质量发展示范区体制机制，有序推进北京轨道交通22号线（平谷线）建设，吸引北京产业和创新资源向北三县疏解集聚。

北京大兴国际机场临空经济区是《京津冀协同发展规划纲要》确定的战略合作功能区之一。“十五五”时期，将推动北京大兴国际机场临空经济区一体化高质量发展，建设国际交往中心功能承载区、国家航空科技创新引领区、京津冀协同发展示范区。

今年是京津冀协同发展国家战略实施12年。彭克佳表示，河北自觉在“一盘棋”上落子布局，创新体制机制，才能不断拓展协同的领域、促进协同的深度、提高协同的质效。

规划《纲要》提出，健全京津冀多层次对接合作机制，持续破解制约京津冀协同发展的体制机制障碍，积极探索、先行先试，努力建立优势互补、互利共赢的京津冀协同发展格局。

围绕深化体制机制协同改革，将扩大京津冀政务服务跨省通办、资质资格互认等事项范围，推动建立京津冀行政许可结果互认负面清单管理制度，加快推进京津冀跨境电子商务综合试验区建设。同时，创新毗邻地区合作机制，建立健全吸引京津人才创新创业机制。

如何从不同方向打造联通京津的经济廊道？规划《纲要》对此进行部署，我省将依托重点交通干线，打造京保石邢邯、京雄衡、京张、京廊津沧、京唐秦、京承六大联通京津、辐射全省经济廊道。其中，京保石邢邯经济廊道，将推动与京津在商贸、物流等方面合作发展，推动电力及新能源装备、新能源和智能网联汽车等产业发展；京雄衡经济廊道，加快京雄新质生产力走廊建设；京张经济廊道，加快建设京张体育文化旅游带，构建张家口—北京—廊坊—天津算力廊道。
