“中青年群体在‘上有老下有小’的双重压力下分身乏术，而专业养老机构又难以覆盖所有高龄老人，这时，低龄老人与高龄老人之间的同群体属性便显现出独特的优势——他们年龄相仿、话题相通、生活节奏相近，更容易建立起深度信任与情感连接。”市委社会工作部部长郝凤斌介绍，“老帮老”模式的邻里守望恰好填补了这些需求的空白。

截至目前，全市已累计组建“老帮老”志愿服务队伍205支，招募低龄健康老年志愿者近3000人，其中退休教师、医护人员等具备专业背景的志愿者占比达到28.7%。这些银发志愿者精准服务高龄老人达1.8万人次，累计开展志愿服务6397场次，服务总时长超过57万小时。

随着“老帮老”模式的推进，一系列可喜的变化在我市城乡社区悄然发生。独居老人享受到每周至少一次的探访，失能半失能老人获得了更为稳定的护理支持，家庭养老的沉重负担得以有效缓解，覆盖城乡的规范化服务网络逐步成型，社区里老年人交流互动的平台搭起来了，邻里间的距离拉近了，全社会尊老爱老助老的氛围愈发浓厚。这支银发志愿者队伍还成了基层治理中一支不可忽视的力量——他们累计反馈社区养老设施不足、安全隐患等问题119个，参与化解邻里矛盾纠纷318起，为社区治理注入了一股温润而坚定的“银色力量”。

郝凤斌介绍，我市将把“老帮老”志愿服务工作重心放在扩大服务覆盖面上，重点加强农村地区志愿服务队伍建设，进一步拓宽招募渠道，吸引医疗、护理、心理等专业人才加入。在服务精度上，将动态更新老年人需求台账，对失智、重度失能等特殊群体制订个性化服务方案，并借助智慧助老培训帮助更多老人学会线上点单等，逐步擦亮“志愿港城·银龄互助”这一品牌。
