text-align: center;"></div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 2000年的春天，周慧霞第一次推开社区办公室的门。那时的社区工作，靠的是一本手写台账、一双磨破的布鞋和一张被晒得黝黑的脸。她记得，为了核实一户居民的信息，她要爬七层楼；为了调解一起邻里纠纷，她在两家之间来回奔波十几趟。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> “那时候觉得，社区工作就是个‘跑断腿、磨破嘴’的活儿。”周慧霞笑着说，眼角的细纹里藏着岁月的痕迹。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 转折发生在2008年。天洋新城社区成立，周慧霞挑起“大家长”的重担。这个辖3个自然小区、5824人的社区，外来人口多、居民结构复杂、家庭差异性大，传统的治理模式显得“捉襟见肘”。“社区之本，在于为民。”如何让“为民”二字变成实效？周慧霞一直在寻找突破口。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 蜕变始于2022年。作为党的二十大代表，周慧霞在人民大会堂现场聆听报告。“完善网格化管理、精细化服务、信息化支撑的基层治理平台”——这句话如同一道光，照亮了她思索多年的方向。回到社区，她做出了一个大胆的决定：打破传统治理模式，搭建社区数字网格化智慧管理平台。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 一开始，很多老同事不理解。他们说，周书记，咱们干了半辈子社区工作，靠的是人熟、地熟、情况熟，现在搞这些“云”啊“网”的，能行吗？ </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 面对质疑，周慧霞没有争辩，而是带着团队一家一家软件公司地跑，一个一个功能模块地抠。半年后，当平台正式上线运行，质疑的目光变成了惊喜的赞叹。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 周慧霞形象地称这个平台为“三个一”：“一屏观全域、一网管全居、一键通全局”。在社区综合指挥大屏上，辖区内的住宅、企业、街巷、河道一目了然；五级分层治理架构实现了横向到边、纵向到底的全覆盖；而那个小小的“基层治理”小程序，则成了网格员手中的“移动数据库”和“掌中宝”。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> “数字化网络只有与现实网格相对应，人员力量共享，才能发挥作用。党员是骨干，群众是力量，这才是我们的‘云’之根、‘网’之魂。”周慧霞说。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 从“铁脚板”到“云管家”，周慧霞完成了一次华丽的转身。但她深知，技术只是手段，为民才是初心。通过“望闻问切”工作法，网格员成了居民的“贴心管家”；通过“三交叉两合作”协调机制，社区党组织成了基层治理的“主心骨”。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 红星小区纳入老旧小区改造时，怎么改、改哪些、钱怎么出，全部由居民说了算。“红色业委会”通过平台小程序发放问卷调查，从墙体颜色到地砖材质，从路灯样式到人车分流标识，每一处细节都凝聚着民意。改造后的红星小区，居民自发组建物业管理团队。这个不到200户的小院，房源从无人问津到一房难求，党建引领下的居民自治，结出了最美的果实。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"></div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="center" style="text-indent: 0px; text-align: center;"> <strong>将“小事”当“大事”办</strong> </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"></div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> “社区真的就是我们的家啊。”说这话的，是一位从海南旅游归来的居民。去年春节，他全家返程时发现忘带户口本，学龄前的孩子没有身份证，无法购买机票。焦急万分之际，他拨通了社区的电话。值班人员通过平台快速查询到孩子的身份证号码，解了他的燃眉之急。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 这样的故事，在周慧霞的“云平台”上每天都在上演。她常说：“我们要让数据多跑路，让群众少跑腿。”这句话不是空话，而是体现在每一个功能模块的设计中。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> “错时、延时工作制”是她早在平台搭建前就推行的创新。社区工作时段与居民工作时段重合，一直是基层治理的痛点。周慧霞带领工作人员在海港区率先实行轮值制度，中午、双休日、节假日不休息，实现了无假日办公。居民随时可以通过小程序反映问题，网格员第一时间响应，形成了“自下而上报送”和“自上而下指派”的两个“一小时反应圈”。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 平台的“视频连线”功能，让网格长可以随时与网格员视频，根据现场情况协商处置；“网格群组”功能，让居民可以在本网格内发布信息、讨论问题，由网格长和网格员负责收集意见建议，及时上报解决；“实时定位”功能则实时记录工作轨迹，任何事情都可查询、可追溯。周慧霞说：“这不是为了监控谁，而是为了让责任更清晰、服务更精准。” </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 更让周慧霞自豪的是“红色调委会”的设立。她将物业党组织负责人、业委会负责人和社区签约法律顾问吸纳进人民调解委员会，及时调处楼院内的各类矛盾纠纷。 </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"> 去年夏天，天洋新城三期突然停电。正值酷暑，空调无法使用，居民情绪激动，网格群组“像开锅的沸水一样混乱失控”。线上，网格员耐心解释；线下，周慧霞立即组织开发商、建筑商、物业公司、业委会、居民代表召开“一领五”协商议事会议。经过商议，开发商同意出资重新铺设线缆，工人冒雨施工3个多小时后恢复供电。事后，居民在群里刷屏点赞：“有周书记在，我们心里就是踏实。” </div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="" style="text-indent: 2em;"></div> <div class="content_type content_type_0007" data-content-type="content_type_0007" data-w-e-type="contenttype" justify-type="center" style="text-indent: 0px;
