大力提升防控能力。各地要积极争取中央投资，组织申报实施一批防灾减灾重点项目，持续加强防火道、监测预警、应急水源（储水）等基础设施建设，有序推进市县林草有害生物防控能力建设。各市、县政府和雄安新区管委会要严格按照有关文件要求，配齐建强乡村两级森林草原消防队伍，落实经费保障，配足装备物资，加强培训演练。大力推广应用无人机、人工智能、宽带林草等，提高防灾减灾科技水平。

压紧压实各级责任。各地要严格落实各级党委政府属地责任、部门监管责任和经营单位主体责任，确保森林、草原火灾受害率分别控制在0.7‰和1.8‰以内，林业、草原有害生物成灾率分别控制在4‰和9%以内。落实林长制和网格化管理要求，健全市级林长包县、县级林长包镇、镇级林长包村、村级林长包网格的工作责任机制。各相关部门要各司其职，密切配合，齐抓共管，形成合力。对工作中失职渎职、玩忽职守造成严重后果或恶劣影响的，严肃追责问责。
