“老王比亲人还贴心！”提及社区志愿者王师傅，海港区文化路街道海建里社区独居老人张奶奶赞不绝口。前不久，得知张奶奶家空调一开机就跳闸，68岁的退休电工王师傅当天就带着工具上门，忙活3个多小时，不仅修好了线路，还更换了家中所有老旧插座，此后更是每周定期上门检查。在海建里社区，这样的暖心场景每天都在上演。

地处商业区的海建里社区，区内有6个居民小区，7000余名常住人口中60岁以上老人占比达30%。面对独居老人增多、居民需求多元的现状，社区跳出传统治理模式，以志愿服务为抓手，让越来越多像王师傅这样的居民从“旁观者”变为“参与者”，奏响了基层治理和谐曲。

外卖骑手刘师傅是社区新就业群体中的“明星志愿者”，居民们都亲切地称他为“代理爸爸”。他得知邻居孩子常年与年迈的姥姥姥爷生活，学习之余还要帮助姥姥一起照顾双目失明的姥爷。刘师傅主动伸出援手，工作之余帮老人跑腿办事，和爱人一起为孩子送去文具。“能为邻居出点力，感觉特别有意义。”刘师傅的话道出了众多志愿者的心声。

志愿服务的蓬勃发展，离不开党建引领的主心骨作用。社区培育“5788”老帮老志愿服务队、能人志愿服务队等多支队伍，通过“入亭问需”“出摊办公”等举措精准对接居民需求。“周六有约”“我的邻里是大咖”等活动，让“能人带众人、众人变能人”，形成一人带动一家、一家带动一楼、一楼带动一片的良好氛围，社区志愿服务实现了常态的开展。

社区创新设立“睦邻客厅”，将每月20日定为“邻里日”，也是社区党群议事的“大日子”，通过“居民提事—网格听事—社区议事—居民定事—协同办事—跟踪评事”的社区“六事”调解模式，化解纠纷37起，成功率超90%。依托校社联建平台，燕山大学、河北建材学院等高校学子与97位独居老人结对，开展“我在社区有亲人”“红色播音计划”等服务，为老人提供衣食住行及心理陪伴等暖心服务。

“最开始动员志愿者时，我们挨家挨户敲门，现在居民主动来社区‘抢’服务。”海建里社区党委书记张立云笑着说，加入志愿队伍的居民从最初的50人增至300余人，志愿服务让居民从“旁观者”变为“参与者”，社区凝聚力显著增强。

如今的海建里社区，“窗帘之约”“出摊办公”“5788志愿服务队”等志愿服务品牌成为社区治理的鲜明标识。志愿微光汇聚成炬，既让民生服务满含温度，更让基层治理彰显精度，为新时代城市基层治理创新提供了可复制、可推广的实践经验。
