改革创新破难题，医药服务更优化。医保支付方式改革成效显著，以按病种分值付费（DIP）为主体的多元支付模式落地，实施“特例单议”机制为复杂病例诊疗“松绑”，职工、居民住院次均费用分别下降26.16%、31.21%，相关经验获国家、省认可。

集中带量采购让利于民，完成60批次1041种药品、319种医用耗材集采，如磷酸奥司他韦干混悬剂从百元以上降至19.7元/盒，人工髋关节从3.5万元降至5000元左右；累计预付医疗机构集采周转金5.48亿元，拨付结余留用资金2.34亿元，助力医疗机构发展。

此外，我市动态调整医保目录，2025年目录内药品达3159种，较2020年增加516种；落地26批次873个医疗服务价格主项目，调增护理费、手术费等724项，调减CT平扫等440项，优化医疗服务比价关系。

服务升级减跑腿，智慧医保显成效。医保结算进入“码时代”“脸时代”，全市3000余家定点医药机构开通医保码服务，投入6400余台刷脸终端，累计刷脸结算超1560万笔；互联网医院实现线上挂号、诊疗、医保结算，药品可配送到家或就近取药；京津冀异地就医免备案，“十四五”时期异地直接结算超373.57万人次，减轻群众垫付压力。

经办服务持续优化，通过ISO9001质量认证规范流程，24项市级医保服务实现“不见面办理”，9项业务办理时限平均压缩1/3；在全省率先推行生育津贴直付个人，3万家庭受益，发放周期从半年缩至10日；新生儿出生、职工退休等“一件事一次办”，医保资金审核拨付改为“日拨付”，累计拨付3.26亿元。

基金监管筑防线，守护群众“救命钱”。我市构建“智能+人工+部门联动”监管体系，运用大数据建立30类监控模型，实现异常数据实时监控；通过床位监管子系统核查在院情况，减少“挂床住院”等问题；每年开展定点医药机构全覆盖检查，“十四五”时期追回违规基金1.74亿元。
