李双江围绕学习贯彻习近平总书记在党的二十届四中全会上的重要讲话精神和全会《建议》，从深刻认识党的二十届四中全会重大意义、准确把握“十五五”时期在基本实现社会主义现代化进程中的重要地位、深刻领会“十五五”时期经济社会发展的指导方针和主要目标、全面理解“十五五”时期战略任务和重大举措、坚持和加强党的全面领导等方面，结合我市财政工作实际，对党的二十届四中全会精神进行全面系统宣讲。

李双江在报告中说，“十五五”期间，财政部门将继续加大对科技创新的支持力度，推动科技创新和产业创新融合发展。用足用好国家政策，密切关注中央预算内投资、专项债等政策导向和资金投向，提前谋划、精准储备重大项目，积极发挥政府投资撬动作用，落实促进民营经济发展的政策措施，严格执行全国统一大市场建设要求，营造公平竞争的市场环境。
