中国人民政治协商会议秦皇岛市委员会原主席、党组原书记朱桂英同志因病医治无效，于2025年12月5日20时58分在秦皇岛逝世，享年86岁。

朱桂英同志，女，汉族，1939年2月出生，天津人，1964年8月加入中国共产党，1964年9月参加工作，大学学历。历任辽宁省锦州矿山机械厂技术员，辽宁省锦州市委工交政治部干事，甘肃749厂工具车间技术员、副指导员，组织科负责人、技术科副科长，秦皇岛港务局第二作业区机电科负责人、科长，秦皇岛市委办公室副主任，秦皇岛市委副书记，秦皇岛市政协主席、党组书记等职务。2004年3月退休。
