<strong>本报讯（记者</strong>李正男<strong>）</strong>驱车行驶在秦唐高速公路秦皇岛段，沿线南侧边坡上连片的光伏板如整齐列队的“能源卫士”，在阳光的照射下折射出科技光泽，源源不断地将太阳能转化为清洁能源；服务区内，充电桩通过光伏供电高效运转，过往车辆有序补能……这是市公路建设发展中心以“公路+光伏”模式打造零碳交通样板的鲜活场景。

作为京津冀重要交通枢纽工程，秦唐高速秦皇岛段于9月28日与唐山段同步通车运营，不仅大幅提升区域互联互通水平，更承载着绿色交通创新使命。自项目推进以来，市公路建设发展中心紧扣绿色发展理念，启动光储充一体化绿色交通示范项目，总投资1.16亿元，依托高速边坡、互通区及服务区闲置空间布局光伏发电系统。目前项目已完成99.5%工程量，25.88MW边坡光伏组件全部安装到位，7个并网点均实现并网发电，累计完成投资1.15亿元，昔日闲置边坡彻底变身“绿色发电站”。

施工过程中，项目严守生态底线与工程质量双重标准。市公路建设发展中心一方面严格落实“六个百分百”环保要求，建立洒水降尘、清扫保洁长效机制，通过扬尘治理台账闭环管理、环保设备验收准入等措施，实现施工扬尘零超标，确保工程建设与生态保护协同推进；另一方面积极应用科技创新成果，采用护栏固定装置等4项微创新技术及高性能混凝土等材料，搭配BIM+GIS智能管理平台，集成大数据、物联网技术，实现施工全过程数字化管控，将光伏组件安装精度误差控制在毫米级，既保障施工质量又提升建设效率。

这一创新实践不仅为服务区提供稳定绿电支撑，降低运营能耗，更推动交通与能源深度融合，形成可复制推广的“秦皇岛方案”。而这份攻坚克难的底气，源于中心20余年来以党建为基、以队伍为魂凝心聚力、精耕细作。在秦唐高速边坡光伏组件安装的关键阶段，党员突击队带头爬上陡峭边坡，反复调试安装角度以提升发电效率……这样的场景，正是中心“党建融业务、文化聚人心”的生动缩影，而党建也早已成为这支队伍攻坚克难的“引擎”。

自1999年成立以来，市公路建设发展中心就扛起了全市干线公路新改建的重任。多年来，中心以党建强基固本，引领项目高标准推进。临时党支部扎根秦唐高速工地，“党建+创建”机制让战斗堡垒前移；板房里开支部大会，党课聚焦光伏安装难题，“联学共建”请来专家支招；技术人员为毫米级安装精度反复校准，监理人员头顶烈日巡查细节，“把工程当作品”的态度让每条公路都成为“放心路”……中心把文明单位创建和公路建设拧成一股绳，不仅获得“全国交通系统先进集体”“四强党支部”等荣誉，更有多个工程项目摘得河北省“安济杯”奖，用实绩证明了党建引领与业务发展的同频共振。

目前，秦唐高速犁湾河互通枢纽的收尾工作正在加速推进，预计于明年7月与秦沈高速主线对接。秦唐高速这条绵延的“绿电走廊”，不仅串联起区域交通，更串联起党建红与交通绿的生动实践。今后，市公路建设发展中心将带着这份党建引领的力量，让更多交通项目披上“绿装”，为京津冀协同发展注入源源不断的动能。
