产业兴，则县域兴。推动县域特色产业向新而行、向质图强、向上突围，共享智造是一个有效方法和关键抓手。

河北县域特色产业源远流长、积淀深厚。近年来，我省集中精力发展107个县域特色产业集群，形成了生动的发展局面。但同时，不少县域特色产业集群企业规模小、效益低，面临市场竞争力不强、产品低端“内卷”等困境。

如何破局？我省许多地方立足自身实际，大胆改革创新，在原料集采共享、生产设备共享、关键工序共享、检验检测共享、电商物流共享、区域品牌共享等方面，积极探索共享智造模式，打破资源壁垒，打通创新渠道，激发了中小企业发展活力，拓展了县域经济的发展空间。

从单打独斗到抱团发展，从“内卷竞争”到“生态共赢”，共享智造是生产模式的深刻变革，更是改革创新的生动实践，深刻诠释了解放思想、奋发进取的实践意义。

今年1至10月，我省经济运行延续平稳增长态势，全省固定资产投资同比增长6.1%。其中，全省民间投资同比增长6.7%，比上年同期和前三季度分别加快4.5和1.1个百分点，拉动全省投资增长3.2个百分点，实现逆势上扬。这背后，县域特色产业功不可没，共享智造作用突出。

“十五五”时期，是河北高质量发展的关键时期，县域特色产业集群发展大有可为，共享智造舞台广阔。坚持智能化、绿色化、融合化方向，以改革创新精神拓展深化共享智造，一定能不断催生新质生产力，加快发展壮大县域经济。

要坚持创新引领。共享智造本身就是创新的实践，推进到深处是创新合作。要营造良好创新生态，创新科研组织方式，支持企业用足用好研发费用加计扣除政策，围绕共性技术开展联合科技攻关，帮助企业加强产品质量控制，形成特色区域品牌，持续提升产业发展竞争力。

要坚持园区支撑。园区是产业集聚发展的重要载体。要完善产业政策，密切上下游产业协作，推动企业向经开区、高新区聚集，引导龙头企业面向产业集群开放先进设备、研发平台、供应链，依托园区深入开展以商招商、产业链招商、国际化招商，推动县域特色产业延链补链强链。

要坚持要素保障。要素保障能力是决定共享智造成效的关键因素。要强化金融支持，深化政银企对接，鼓励金融机构针对产业集群特点开发金融产品。要增强物流服务效能，促进供应链整合提升，降低企业生产运营成本。
