此前，该企业因受行政处罚导致信用受损，按照规定需在处罚公示期满后完成信用修复，方可恢复正常运营。然而，由于对相关政策和办理流程不了解，企业一度陷入困境。关键时刻，秦皇岛市交通运输局工作人员主动靠前服务，依托“三书一图同达”工作机制，高效推进修复事宜，快速帮助企业完成全部修复，及时挽回信用损失。

“三书一图同达”工作机制，即在行政处罚时同步送达行政处罚决定书、信用信息修复告知书、信用主体修复指导书以及信用修复流程图。市交通运输局交通运输综合行政执法支队案件审理科工作人员郭睿介绍，该机制主要针对运输和生产领域，旨在帮助已完成整改并具备恢复条件的失信企业恢复信用，顺利回归正常市场秩序。

“这一机制变被动为主动，实现了靠前服务。它将信用修复的政策、流程、指导等内容以直观、易懂的方式一次性告知企业，有效避免了企业工作人员多次咨询和反复跑腿的麻烦。”市交通运输局综合行政执法支队案件审理科负责人谢小峰表示。

市交通运输局创新推出“三书一图同达”工作机制以来，信用修复案例不断涌现，为运输企业重塑信用、重回市场按下“加速键”。以秦皇岛启航物流有限公司为例，工作人员借助“三书一图同达”工作机制，迅速帮助企业完成修复，赢得了企业的高度赞誉。

市交通运输局还积极了解失信主体的整改现状，主动上门服务。对符合修复条件的企业，通过电话、邮件、信函等多种方式，提前告知企业如期申请修复，并在修复过程中全程跟进服务，真正实现了信用修复的“一站式”操作。

截至目前，市交通运输局已帮助29家企业完成40次信用修复工作，通过电话、走访、函询等方式联系被行政处罚企业300余家，召开企业座谈会20余次，落实“三书一图同达”工作机制200余次，进一步提高了企业诚实守信和信用修复意识。
