针对目前游客对旅游城市的需求，现对加快普洱旅游城市高质量发展提出4点建议。

一是构建旅游公共服务体系，确保游客在每个旅游消费环节都能顺畅舒心。政府部门应制定普洱住宿定价指导准则，包括淡、旺季的价格浮动比例，给酒店、游客一个明确的标准，避免旅游旺季乱涨价、恶意涨价现象；在旅游旺季来临之前，尤其是节假日、休息日，开放所有政府机关、事业单位、放假的中小学作为临时停车场，最大程度解决外来游客停车难问题；加强涉旅行业从业人员培训和管理，提高服务意识与服务能力，塑造规范专业、热情主动的旅游服务形象。

二是深化文旅融合，开展有特色的节庆及赛事活动，吸引外来游客。深化旅游与文化产业融合发展，培育节庆演艺会展旅游产品，创新旅游演艺产品表现形式、传播载体和盈利模式。

三是加大普洱旅游城市对外宣传力度。邀请知名人士进行宣传，提升城市名片影响力；引入策划运营机构，紧跟热点在文旅官方抖音号、小红书账号进行宣传推广。

四是建立便捷互联的航班及景区直通车交通体系。增发国内航线，实行客源地城市机票补贴，附加普洱景区、酒店、美食优惠折扣等；加强旅游业务的交流联动，借用上海旅游平台，开通直飞航班，引入上海当地旅行团及目标散客；实施西双版纳傣族自治州、昆明游普洱火车票补贴活动，同时附加景区、酒店、美食优惠折扣政策，加大对西双版纳州、昆明游客的引流力度；在普洱火车站、长途客运站及游客聚集区，开通景区直通车，为游客提供便捷的旅游交通。
