充分利用普洱市丰富的茶资源优势和咖啡庄园活力，将“营盘山”“那柯里”等地打造成为中国茶咖新质生产力示范园，是以全新的模式把习近平总书记交办的事做好的具体行动。

建议：一是守正创新，政府统筹，系统规划，分步实施。利用南岛河梯次咖啡庄园经济带、民族团结誓词碑、困鹿山古茶园等丰富资源，打造中国茶咖新质生产力示范园。

二是科技领航，龙头驱动，提升产业竞争力。引入科技手段，实现茶园管理智能化、标准化、生态化；依托龙生茶业等龙头企业，提高产品附加值和市场竞争力；搭建茶产业科技创新平台，共同推动茶产业技术创新和成果转化。

三是建成中国式农业现代化农耕文明博物馆，见证脱贫振兴之路，传承茶韵人文。在营盘山建立移民搬迁及脱贫攻坚博物馆；打造营盘山“发展阶梯”和“总书记茶通道”。

四是夯实茶文化新高地，将澜沧江打造成中国茶文明（国家）博物馆。澜沧江是普洱茶的“母亲河”，孕育了茶的文明。普洱写好澜沧江这篇文章，将与景迈山形成世界茶文化的山河之“和”。

五是让茶马古道铃声千年回响。茶马古道是东西方文化交流的纽带，是铸牢中华民族共同体意识的史诗。运用科技手段，“走进”茶马古道，感知人类文明，持续传承与弘扬茶马古道精神。

六是打造茶韵星空之旅，推出古道驿站、马帮佳肴。推出具有红色基因的茶旅路线，实现茶文化与旅游的深度融合，丰富游客的旅游体验。
